In Russia, electric scooters may only be used from the age of 16. The proposal was submitted at an interdepartmental meeting of representatives from the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Internal Affairs, the Ministry of Digital Development, the Ministry of Justice, and State Duma deputies.
Government officials agreed on the need to raise the minimum age for drivers of personal mobility devices (PMDs). There was also a proposal to prohibit scooter riders from moving on the roadway and sidewalks. However, this requires creating the necessary infrastructure.
There is a possibility that Russia will adopt the European experience. There, riding PMDs is only allowed in parks and specially designated areas.
Also, electric scooters may be significantly limited in speed. An example is the Whoosh kicksharing service, which slows down the PMDs of its users if they fail a cognitive ability test.
