Russia Lacks Spare Servers with "Elbrus" Microprocessors

They are used in the Ministry of Internal Affairs and other structures where cybersecurity needs to be ensured

Representatives of the Ministry of Internal Affairs announced the problem of replacing servers based on the "Elbrus" microprocessor developed by the Russian JSC "MCST" at a meeting in the Federation Council.

In the Ministry of Internal Affairs, such servers are used to operate automation services for centers for automated fixation of administrative offenses in the field of road traffic in the database of special software "Pautina", and a unified information resource for registration immigration registration. Also, "Elbrus" processors can be found in ATMs and microcomputers, and in other places where it is necessary to ensure cybersecurity — at critical information infrastructure facilities and large enterprises.

Operation has shown low fault tolerance of servers based on "Elbrus" processors. The Ministry of Internal Affairs actually lacks the ability to quickly replace such server equipment in the event of its failure due to force majeure circumstances – due to the fact that its deliveries are carried out only in a planned manner.

Kashpur noted that MCST responded to requests from the Ministry of Internal Affairs: the security forces noted that new Elbrus processors are not yet being produced, and the released copies have already been distributed.

Earlier in the fall of 2024, it became known that JSC "MCST" transferred under external management to another major Russian microelectronics manufacturer — JSC SPC "ELVIS". It was noted that this does not imply the transfer of ownership of shares or stocks to other persons. "ELVIS" receives only powers related to the management of "MCST", which will help guarantee "prompt and uninterrupted provision of the state defense order". Nevertheless, the Association of Developers and Manufacturers of Electronics appealed to the head of the Ministry of Defense Andrei Belousov and First Deputy Prime Minister Denis Manturov with a request to consider more carefully the goals and objectives that MCST will solve under external management.
