A "My SIM Cards" section is planned to be created on "Gosuslugi." It will list all phone numbers linked to the passport data of the account holder on the portal. The initiative has been accepted for consideration in the State Duma, according to Deputy Anton Gorelkin.
The measures are aimed at protecting citizens from fraudsters who use used phone numbers to steal the personal data of their former owners.
Given the numerous cases of fraud involving the registration of SIM cards using forged documents, we believe it is necessary to give Russians the opportunity not only to have full information about the phone numbers registered to their passports, but also to terminate the service of unused numbers directly from their "Gosuslugi" account.
Anton Gorelkin also emphasized that foreign citizens will soon be able to register no more than ten phone numbers. Agreements for the use of Russian mobile operator services will be concluded not online, but exclusively in communication stores and points of sale using the Unified Biometric System.
The document is planned to be linked to the IMEI (unique code for device identification) — this will eliminate the possibility of transferring the SIM card from one smartphone to another.
Responsibility for violating the new laws will be brought into a separate legislative initiative.
It is planned that the "My SIM Cards" section will appear on "Gosuslugi" from August 1, 2025. Foreign citizens will be required to renew their contracts with mobile operators to use communication services by March 1 of the following year.
