Government May Increase Recycling Fee: Car Prices to Rise Again

State Duma deputies proposed increasing it fourfold, as AvtoVAZ wanted

The State Duma Committee on Industry and Trade has prepared and sent a proposal to Prime Minister Mikhail Mishustin to increase the recycling fee for cars and special equipment until 2030. The rates for it may increase almost fourfold.

A phased increase in the recycling fee, in the form of successive indexation, will help attract investment in the local production of cars and their components.

It is proposed to increase the recycling fee the most for cars with engines from 1 to 2 liters. This year it may increase from 300,600 rubles to 556,100 rubles, in 2025 it may increase to 667,300 rubles, and in 2026 — to 800,800 rubles, and by 2030 — to 1.17 million rubles.

It is proposed to increase the rate for electric vehicles to one million rubles this year, and to raise it to 2.34 rubles by 2030.

As a reminder, in mid-April, the head of AvtoVAZ, Maxim Sokolov, complained about the actions of Chinese automakers, who offer large discounts on new cars and are crowding out the domestic auto giant from the market. After that, in the issue of the release of the XCITE X-cross 7 crossover with AvtoVAZ, Chery, apparently, suspended cooperation.

But Sokolov's complaints were heard in the Ministry of Industry and Trade. Denis Manturov, who left the post of Minister of Industry and Trade, moved to the chair of the first vice-premier, promised to promptly consider the proposals of deputies on the recycling fee. If they are accepted, then car prices will rise again, and it will become increasingly unprofitable to import cars into Russia from abroad. In addition, some Chinese manufacturers may leave the Russian market, experts in the industry do not exclude.
