The Iskander OTRK family was developed by the Kolomna Design Bureau of Mechanical Engineering. The complexes are designed to strike enemy targets covered by air defense systems at a distance of up to 500 km.

The Iskander was first shown at the Moscow Air Show in 1999. The missiles used for the OTRK can have high-explosive fragmentation, concrete-piercing, cluster, and nuclear warheads.

Missile systems are one of the key forces deterring the enemy. They cover Russian borders, including in the Kaliningrad region. At the same time, some tasks of the Iskanders can be performed by the Tornado-S MLRS.
