The United Aircraft Corporation (OAK) will receive 4.09 billion rubles from the budget for the refinement of the Il-114 aircraft in 2027–2029. This is stated in the explanatory note to the federal budget draft.
In 2027, 2.5 billion rubles are provided, in 2028 — 799 million, in 2029 — 799 million. This is a continuation of project funding: in 2025, 9.4 billion rubles were already allocated for these purposes.
Almost 6 billion rubles have been allocated for subsidies on loans to MS-21 manufacturers over three years. Another 2.2 billion is provided for ODK for the development of the TV7-117 engine.
The Il-114-300 is a 68-seat regional turboprop aircraft with TV7-117ST-01 engines. According to internal materials, it is designed for routes with restrictions on airfield infrastructure and challenging climatic conditions — in particular, for the Far East, Siberia, and Northern regions. OAK plans to produce 6 to 12 such aircraft per year, with the first production aircraft expected to be delivered to customers in 2026. Unlike the medium-haul MS-21, designed for 211 passengers, the Il-114-300 belongs to the class of regional turboprop airliners. Among other Russian aircraft of similar purpose, sources mention "Ladoga," "Baikal," and "Osvey" — according to aviation expert Oleg Panteleev, they are the most modern in the world in their dimensions. However, the "Baikal" project for local airlines, according to sources, may face risks due to reduced funding for the aviation industry.
