The government has submitted a draft federal law on windfall tax to the State Duma, TASS reports. Subsoil users will be taxpayers, and the object will be income arising from favorable global market conditions. The basic rate is 30%, for gold – 20%. The tax will cover ores of ferrous and non-ferrous metals, multicomponent complex ores, mining and chemical raw materials, as well as semi-finished products with precious metals.

The Ministry of Finance explained: in 2026, prices for precious and non-ferrous metals, as well as fertilizers, sharply increased, which brought companies additional income. The introduction of the tax, according to the department, will strengthen the budget system's revenues. Earlier, Deputy Head of the Ministry of Finance Alexey Sazanov said that a decision on the windfall tax had not yet been made, but the bill had already been submitted.

The basic rate is calculated as the volume of extracted mineral multiplied by the excess of the average world price over the 2025 level. For 2027, the base is indexed by 1.1, for 2028 – by 1.21. The object arises if the excess reaches 10%. If extraction was not carried out at the site in 2025, the tax is not charged. The amount for each mineral is limited to 15% of the estimated revenue less MET. In 2027, with a total tax of up to 4% of revenue, it is paid by April 28, 2027, the excess is carried over to April 28, 2029. For 2028, the threshold is 5%. The declaration is submitted by April 25, and the money goes to the federal budget. The law comes into force on January 1, 2027.
