It will not be possible to simply return your driver's license after revocation once the penalty period ends. The driver needs to pass a theoretical exam on traffic rules and pay the imposed fines. In some cases, a medical certificate will also be required. The procedure for returning the license was explained by the Russian Ministry of Internal Affairs.

After the expiration of the driver's license revocation period, it is returned only after checking knowledge of traffic rules and paying fines for traffic violations. The same rules apply to a tractor driver's license.
To return the documents, you need to contact the State Traffic Inspectorate unit and present an identity document. If a specific case requires a medical examination, a conclusion on the absence of contraindications, indications, or restrictions for driving a vehicle must also be attached.
A medical certificate will be needed by those who have been deprived of their rights for driving while intoxicated, refusing to undergo a medical examination, or leaving the scene of an accident. The Ministry of Internal Affairs also clarified that the procedure for returning the license provides for a knowledge test of traffic rules.
There is another important point – if the driver does not pick up their license on time, it will not be stored indefinitely at the State Traffic Inspectorate. Unclaimed licenses are stored for three years, after which the documents may be destroyed. Therefore, after this period, there is no guarantee that the license will still be in storage.
Deprivation of the right to drive a car is an administrative penalty and is imposed by a judge. The minimum period of deprivation is one month, the maximum is three years.
