It is currently not possible to buy a car using federal maternity capital. However, in some regions of Russia, it is allowed to purchase a car using regional family capital funds. Igor Pozdnyakov, Director of the Consumer Rights Protection Department at Roskachestvo, explained how these support measures differ.

Federal legislation contains an exhaustive list of purposes for which maternity capital can be used. The purchase of vehicles is not included, so federal payments cannot be used for a car.

The situation is different with regional family capital. Russian constituent entities can independently introduce additional support measures for families with children and determine what such funds can be spent on. In some regions, this list includes the purchase of a car – the corresponding right is enshrined in local regulatory acts.

However, the conditions vary greatly from region to region. In some cases, only large families can take advantage of this opportunity. In some places, only domestically produced cars are allowed to be purchased. There may also be a requirement for the family's period of residence in the region – usually from one to five years.

The amounts of regional maternity capital usually do not cover the full cost of a car: in most regions, payments range from 100,000 to 300,000 rubles, so an additional payment from the family's own funds will be required.

The exact conditions depend on the specific region. The expert advised clarifying information about the possibility of using regional family capital for car purchases on the official websites of regional governments, public services portals of the respective entity, or social protection authorities.
