Russia Ranks Among Top 8 Countries Globally in Scientific Research and Development Volume

Scientists are increasingly obtaining patents, publishing works, and developments are already being used in the economy

In 2025, Russia ranked 8th globally in terms of scientific research and development volume. This was stated by Deputy Prime Minister Dmitry Chernyshenko at a meeting of the Presidium of the Commission for Scientific and Technological Development of Russia. The country continues to invest efforts and resources in science, technology, development, patents, publications, and solutions that can then be used in the economy.

According to the Deputy Prime Minister, the state program for scientific and technical development is one of the most extensive. According to the Ministry of Economic Development, its effectiveness exceeds the average level. For 2025, as Chernyshenko stated, key indicators were achieved: Russia ranked 8th globally in terms of research and development volume, and the share of young scientists increased.

The number of publications in first and second-tier journals of the "white list" exceeded 87 thousand. Russian applicants filed almost 37 thousand applications for patents for inventions, utility models, and industrial designs. The number of domestic technologies used by organizations in the real sector of the economy exceeded 200 thousand.

The state program includes the implementation of six national projects for technological leadership. By the end of 2025, their activities were 100% completed. The head of the Ministry of Science and Higher Education, Valery Falkov, also noted that last year the state program was brought into line with the Strategy for Scientific and Technological Development and President Vladimir Putin's decree on Russia's national development goals until 2030 and for the period up to 2036.

President of the Russian Academy of Sciences Gennady Krasnikov specifically noted that in science, it is important to look not only at numbers but also at real results. According to him, it is necessary to consider qualitative indicators and understand what lies behind the statistics. This approach, he noted, is already leading to changes: new products, modern and advanced production facilities are appearing and will continue to appear.
