Tablets never materialized, billions vanished: Ex-head of "Plastik Lodzhik" receives harsh sentence

The court also ordered Boris Galkin to pay over 6.5 billion rubles to Rosnano

The Gagarinsky District Court of Moscow has sentenced the former CEO of OOO "Plastik Lodzhik", Boris Galkin. He was found guilty of embezzlement on an especially large scale and sentenced to nine years in a general regime penal colony, as well as a fine exceeding 15 million rubles.

In addition, the court ordered the convicted person to pay over 6.5 billion rubles to Rosnano as compensation for the damage caused. Earlier, the FSB estimated the total amount of theft in the case to be more than 13 billion rubles. Thus, the amount the court ordered to be returned is approximately half of that sum.

The company "Plastik Lodzhik" was established in 2010 to implement a project for the production of flexible displays and other devices based on plastic electronics. It was assumed that the technologies would be used, among other things, for school tablets.

According to the investigation, despite the absence of production facilities and necessary personnel, from 2010 to 2020, more than 13 billion rubles of budget funds were transferred to the company's accounts through Rosnano. However, the declared production was never created.

The investigation established that during Galkin's leadership, funds were withdrawn to foreign jurisdictions. In 2015–2016, he entered into several loan agreements with Rosnano and directed the money to finance a factory in Germany – Plastic Logic GmbH, after which he left his post. Since 2020, Galkin had been abroad and was hiding from law enforcement agencies. In 2024, he was detained upon entering Russia.
