On December 4, 2025, at the Perm Industrial and Innovation Forum (PIIF), JSC "UEC-STAR" and the government of the Perm Territory concluded a special investment contract. This document is aimed at supporting a large-scale modernization of the plant, which will increase the production of domestic PD-8 and PD-14 aircraft engines for important Russian passenger aircraft — SJ-100 and MC-21.
As part of the project, three new production buildings with a total area of 44 thousand m² will be built at the UEC-STAR site by 2027.
The first two buildings will be used for the assembly and testing of electronic units, the third — for the production of hydromechanical components of aircraft engines. The launch of new facilities is scheduled for 2026 and 2027.
According to the terms of the SPIC, the company will receive a tax benefit of 1.2 billion rubles in the form of exemption from regional taxes until 2034. This will preserve the investment attractiveness of the project and accelerate the localization of critical technologies in the aircraft industry.
