Regional authorities should not restrict, but develop personal mobility devices. This proposal is contained in a letter from Deputy Minister of Transport of the Russian Federation Alexey Shilo to regional authorities.
The official emphasizes that the existing bans on the use of personal mobility devices (PMD) in some regions are irrational. The restrictions introduced by officials contradict the country's adopted transport development strategy. It is designed until 2030.
Shilo proposes to create safe conditions for the use of PMDs in the regions and increase their popularity among the population. The official emphasizes the importance of organizing parking for PMDs. Regional authorities must provide information by the end of December 2025 "on the state of development of legal regulation of the use of PMDs."
Ksenia Erdman, Director of the Association of Micromobility Operators, called the ministry's position on the development of PMDs balanced and proactive.
The main problem, as usual, is on the ground, in individual regions. There, instead of using the new transport opportunity and being in dialogue with business, public organizations and users, the authorities are pandering to those who are fueling public hysteria.
