Thus, the penalties for illegal processing of personal data and its leakage, established in Article 13.11 of the Code of Administrative Offenses, in the form of fines for companies for the first violation can reach up to 15 million rubles, and for repeated violations, turnover penalties are provided, depending on annual revenue, but not less than 20 million rubles.
In recent years, there have been many such leaks, and a large amount of personal information about Russians is publicly available. Increasing penalties for data leaks should lead to a reduction in violations in this area.
Also, in the face of increased cyber fraud and personal data leaks, the Chairman of the Federation Council, Valentina Matvienko, called on the Ministry of Digital Development to respond more quickly to emerging challenges and threats.
In addition, the All-Russian Union of Insurers proposed introducing guaranteed payments to victims of personal data leaks. For example, to oblige operators to insure risks or create a fund for payments.
