From November 1, 2025, a law will come into force in Russia allowing tax authorities to recover debts from citizens without the need for litigation. The new rules were adopted to simplify the debt collection process and will apply to mandatory payments such as taxes, fines, insurance contributions and penalties.
This law will provide tax authorities with new tools to work with debts. It is important that the measures will be applied only in the absence of a dispute between the citizen and the tax authorities. Only individuals who are not registered as individual entrepreneurs will be subject to collection.
It is assumed that the changes in legislation will help reduce administrative costs and speed up the debt payment process. In recent years, the number of unpaid taxes and other mandatory payments has increased significantly.
