The Ministry of Digital Development of Russia plans to introduce mandatory requirements for satellite operators. They must install equipment at ground stations to monitor 5G device traffic. This innovation is aimed at controlling foreign networks when directly connected to users' gadgets.
Operators will be required to obtain frequencies from the State Commission for Radio Frequencies (SCRF), which is responsible for the distribution of radio frequencies in the country. To create ground interface stations that receive signals from space and transmit them to the ground.
In addition, operators will be required to install a system of operational investigative measures (SORM), allowing special services to access users' calls and Internet traffic. They must also connect to technical means of countering threats that control access to blocked content.
A representative of the Ministry of Digital Affairs explained that the document establishes the conditions for using 5G phones in satellite mode. The project covers all connections of 5G devices to satellite networks, regardless of their origin.
The requirements are similar to those already in place for mobile operators in Russia. The SORM system and technical means of countering threats must be located at the ground interface station. The signal will be transmitted according to the following scheme: phone — satellite — ground interface station. This will ensure the security and control of user traffic, which is an important step in the development of satellite communications in the country.
