The All-Russian Association for the Development of Local Self-Government (VARMSU) has begun collecting proposals from city mayors to develop a regulatory framework for kicksharing. In the future, the association plans to appeal to rental operators and the State Duma.
This topic was raised at the "Municipal Dialogue" meeting, which is dedicated to transport issues. Thus, in some cities, mayors decided to restrict the use of electric scooters. The fact is that local residents are worried about their safety. Infrastructure in a number of cities does not have time to adapt to the new mode of transport.
Irina Guseva, co-chair of VARMSU, emphasized that it is important not only to prohibit, but also to create conditions for the safe use of scooters.
The "Municipal Dialogue" is a project of VARMSU and the Administration of the President of the Russian Federation, where heads of municipalities discuss current problems and look for ways to solve them. Today, the dialogue platform on transport was opened at the National Center "Russia" by the Minister of Construction and Housing and Communal Services of the Russian Federation Irek Fayzullin and Irina Guseva.
