The check covered 84 residential complexes due to complaints about the inability to connect to alternative telecom operators

The Federal Antimonopoly Service has launched an investigation into the restriction of access for alternative telecom operators to the residential complexes of PIK. Requests have been sent to the internet provider Lovit (Lovitl LLC) and ten management organizations that are part of the developer's structure.

The FAS points to cases where residents of new buildings in Moscow and St. Petersburg, as well as houses in the Moscow and Leningrad regions, could not connect to another internet provider other than Lovit. In all of the mentioned residential complexes, communication services were provided exclusively by an operator associated with the PIK group.

The agency demanded that market participants provide information on the number of requests from third-party operators and the results of their consideration. It is also necessary to justify the reasons for denying access to apartment buildings to other service providers.

If the facts of violations of antitrust laws are confirmed, the FAS promised to take appropriate response measures.

The audit is designed to ensure equal conditions of competition in the telecommunications market and prevent possible abuse of a dominant position, which directly affects the choice and quality of service for residents of new residential areas.

In March 2025, Lovit was subjected to a powerful DDoS attack, as a result of which residents of several residential complexes were left without the Internet for several days. This led to malfunctions in the operation of "smart" intercoms, cash registers in stores and other systems that depend on an Internet connection.

Residents began to massively contact the Federal Antimonopoly Service (FAS) with complaints about Lovit's monopoly and restriction of access for other providers. The FAS initiated an audit of 84 PIK residential complexes in various regions of Russia, including Moscow, St. Petersburg, Kazan and other cities.
