Problems with Digitalization and Certification Slow Down Sector Development

The volume of domestic software for industry increased by 17.6% in 2024, reaching 60 billion rubles. According to forecasts, annual growth will remain at 11%.

The main demand comes from customer relationship management (CRM) and enterprise resource planning (ERP) systems, which accounted for 51% of the market. However, experts note that even with high growth rates, barriers remain: technological lag, low digitalization of enterprises, and regulatory complexities.

A study by MIPT and SK Capital indicates that in the segment of computer-aided design (CAD) systems, 90% of solutions are formally classified as domestic, but less than 15% of companies actually use them, preferring foreign analogues. The level of industrial digitalization in Russia is estimated at 25–30%, and the implementation of Russian software requires significant investment and time. For example, adapting software to the specific tasks of enterprises increases the time and costs of the transition.

Certification of products through the FSTEC and FSB, according to market participants, slows down the implementation of solutions. The Ministry of Digital Development stated that no complaints about these procedures have been received, and their goal is to minimize the risks of using foreign software under the guise of Russian software. Meanwhile, companies face a shortage of qualified personnel and outdated infrastructure, which complicates the integration of new systems.

Concerns are also raised by the possible return of international vendors such as SAP or Oracle. According to analysts, some enterprises are already postponing investments in IT, waiting for the resumption of supplies of Western software. An additional factor was the high key rate, limiting budgets for digital transformation.
