The Ministry of Digital Development of Russia has begun developing a second package of legislative measures aimed at strengthening the fight against cybercrime. This was announced by the Minister of Digital Development, Maksut Shadaev.
This time, special attention will be paid to countering dropping — a scheme in which fraudsters register accounts to straw men for laundering and withdrawing money.
The first package has already been partially implemented: it included about 30 key measures, including the creation of an online data exchange system between government agencies, banks, and mobile operators. These steps are aimed at accelerating the detection of suspicious transactions and preventing theft of funds.
However, as Shadaev noted, not all proposals could be included in the first version. Work continues, and all effective ideas will be taken into account in the second phase.
