In the next two years, legislative regulation of artificial intelligence will not be introduced in Russia.

Premature restrictions may slow down technological development, and the current stage requires monitoring global experience.

The government also noted that it is important not to come up with initiatives to regulate AI too early or too late.

There is currently no systemic regulation of AI in Russia. Since 2023, United Russia has been developing a bill aimed at preventing fraud using AI. In December, the government submitted an initiative to the State Duma obliging developers to insure liability for harm caused by their technologies.

Self-regulation is also developing in parallel: companies are adopting ethical codes, such as the National Code of Ethics for AI. Yandex emphasizes that it is important to respond to real risks, not phobias, while maintaining a balance between innovation and security.
