The Russian government plans to create an anti-fraud platform to combat phone scammers. Information about the perpetrators will be transferred by government authorities and participants in the Internet market.
The Ministry of Digital Development of Russia has proposed collecting and storing voice vectors of scammers in a single system. The package prepared by the government states that consent to the collection of biometric data of "persons who have committed fraud using a communication network" is not required.
The platform is planned to be launched in test mode in 2025, and in commercial operation in 2026.
When connecting additional services by subscribers, the AI systems of operators will analyze calls by keywords and also compare the caller's voice with vectors from the database. This should help in a more effective fight against telephone fraud.
