The agreement, once ratified by the Russian side, will be valid for 10 years, with the possibility of extension

The Federation Council approved at a plenary session the law on ratification of the intergovernmental agreement with Tajikistan on cooperation in the exploration and use of outer space for peaceful purposes. The document was signed in Moscow in June 2023, but Tajikistan has already completed all domestic legal procedures for its entry into force.

According to the document, one of the main goals of the agreement is the introduction and use of Russian space technologies to solve pressing economic, social, and scientific problems of Tajikistan. Also, with the help of Russian technologies, the Tajik side hopes to improve the efficiency of managing objects and resources in various fields of economic activity.

The priority areas and directions of cooperation are noted as "remote sensing of the Earth from space, communication and broadcasting, the use of navigation and information technologies based on the GLONASS global navigation satellite system, scientific fundamental and applied space research".

The document contains:

  • organizational and legal framework for mutually beneficial cooperation of the parties in the exploration and use of outer space, as well as in the use of the results of space activities for peaceful purposes;
  • principles and norms for the protection of intellectual property rights;
  • issues of regulating the protection and exchange of various kinds of information;
  • certification of the end use and the procedure for safe handling on the territory of the importer of protected products and technologies in respect of which export control has been established. 

The principles and norms also concern the mutual waiver of claims for liability and compensation for damage in the implementation of joint activities, ensuring legal and physical protection of the property of the parties and related organizations in the territory of the importing state.

The agreement will be valid for 10 years and can be automatically extended for another five years. On the Russian side, the financing of joint activities will be carried out at the expense and within the budget funds of the Roscosmos State Corporation allocated for these purposes, as well as "at the expense of extra-budgetary sources". On the Tajik side, financing will be carried out only "at the expense of extra-budgetary sources".
