Software Import Substitution in Critical Infrastructure to be Completed by 2027

According to Igor Lyapunov, Vice President of Rostelecom, about 30-40% of foreign software and information security tools at critical infrastructure facilities in Russia have not yet been replaced by domestic solutions. This software must be replaced before January 1, 2025, in accordance with the decrees of Russian President Vladimir Putin, signed in 2022.

Lyapunov noted that new critical information infrastructure (CII) facilities are already being created based on Russian software, but there are still old systems with foreign software that continue to function. It is expected that the process of replacing them will last for the next 3-4 years.

He also emphasized that some critical solutions, such as next-generation firewalls (NGFW), do not yet have domestic counterparts with the required performance, but their appearance is predicted in late 2025 - early 2026. The complete transition to import-substituted solutions in this area may be completed by 2026-2027.
