From September 1, Moscow introduces its own rules for installing traffic cameras

From September 1, 2024, Moscow will begin using traffic enforcement cameras under new local rules that differ from federal requirements. This has become possible due to amendments to the law on the status of the capital, adopted by the State Duma in June 2024. The innovations include stricter requirements for the placement of cameras: in addition to standard locations, such as dedicated lanes and pedestrian crossings, cameras will be installed near kindergartens, schools, polyclinics, and in areas where several accidents without injuries have occurred during the year.

There are almost 3.8 thousand traffic cameras in Moscow, which is 12% of the total number of cameras in Russia. Before the beginning of September, the city authorities will develop their own rules for the installation, deactivation, and dismantling of cameras, and will also determine the list of authorized persons and bodies with whom such decisions must be coordinated.

The federal law, which comes into force on September 1, requires the installation of cameras on dedicated lanes, intersections, pedestrian crossings, and in road repair zones. In Moscow, cameras will also be placed near social and educational institutions, as well as in places with high accident rates.

In addition, the innovations will affect the mechanism for punishing offenders. The "Moscow Assistant" application, which was used to record parking violations, will have fewer features. Now, violations will be recorded according to new rules, which implies automatic detection and punishment without direct human intervention. This may reduce the use of the application for recording violations, such as parking on lawns, where fines can reach 300 thousand rubles for legal entities.

Other regions are also seeking the opportunity to apply their own rules for traffic cameras to ensure a unified approach in suburban and urban areas.
