Speed limit of 15km/h and ban on riding in parks: Moscow authorities plan to introduce new restrictions for e-scooter riders

A bill on additional restrictions for drivers of personal mobility devices (PMD) has been submitted to the State Duma. It concerns a ban on travel in the capital's parks and within the Garden Ring.

According to Moscow City Duma deputy Sergei Savostyanov, the authorities also plan to limit the speed of electric scooters to 15 km/h. This will affect all areas of the city. Testing of "slow zones" has already begun.

There are plans to ban scooter riders from riding in city parks and within the Garden Ring. Exceptions are bike paths with developed infrastructure.

It is worth noting that restrictions for PMD users were previously introduced in St. Petersburg. There, they banned the parking of electric scooters in the city center.
