State Duma Deputy Vladislav Davankov addressed a letter to the Minister of Internal Affairs of Russia, Vladimir Kolokoltsev, with the idea of creating an electric scooter police force in major cities of the country.
According to the government official, patrols to control users of personal mobility devices (PMDs) could monitor violations of traffic rules (SDA) and behavior in the urban environment such as speeding, drunk driving, ignoring traffic lights, and others. It is proposed to conduct raids in the most popular places in large cities.
The main task of such a unit would be to patrol pedestrian and public areas to monitor compliance with traffic rules by drivers of electric bicycles and electric scooters.
This proposal is another attempt to bring to justice unscrupulous PMD drivers, who, with the opening of the rental season, are becoming a problem for residents of large cities.
Constant violations of traffic rules often lead to road accidents and injuries not only to PMD users, but also to passers-by who happen to be nearby.
This season, kicksharing services have equipped their electric scooters with large numbers for identification. The Ministry of Transport is developing a system for tracking electric scooter drivers using video recording cameras. The services themselves have introduced fines for violations while riding and have even blocked the accounts of minors in their applications.
