In the past week, Russian President Vladimir Putin signed a decree on May 14 on the composition of the new government. Several major personnel changes were made, but most of the ministers associated with key areas of Russia's development remained in their previous positions. The Minister of Digital Development, Maksut Shadaev, also retained his position. As a candidate for the post of minister in the State Duma, he announced what his department would be doing for 6 years if his candidacy was approved. Now these ten tasks are being implemented.
The highest priority of these is the creation of its own low-orbit satellite constellation to provide fast and cheap Internet access throughout the country. This group, according to the head of the Ministry of Digital Development already approved for the position, "should not be inferior in performance to leading international projects such as Starlink." At the beginning of the year, President Vladimir Putin already instructed the government to allocate 116 billion rubles from the federal budget to create a Russian satellite constellation for high-speed Internet access. Funds for the implementation of this project will be allocated in the period from 2025 to 2030.
Another important area for the Ministry of Digital Development is the fight against cyber fraud, fraud, and spam. Separately, there will be a tightening of responsibility for personal data leaks and work with turnover fines for such leaks.
The remaining goals include:
- organization of mass production of domestic base stations for the development of 4G and 5G;
- increasing Internet access speed to 1 gigabit per second based on Russian equipment;
- elimination of the digital divide, creation of mobile high-speed Internet infrastructure in small settlements and along public roads;
- stable operation of "Russian Post" while maintaining all its functionality and the entire network of branches;
- acceleration of the creation and implementation of new state, departmental information systems, the transition of regions to an equal level of digitalization through the "State Cloud";
- reducing the time for providing services to the population, switching to a personal online service format, in which the result is provided at the time of application;
- creating conditions for improving the efficiency of Russian enterprises through the mass introduction of Russian software. It should not be inferior in its characteristics to leading foreign products.
There are also plans to work with personnel. The Ministry of Digital Development will be engaged in the formation of scientific and technical reserves related to quantum computing, AI and cybersecurity, and improving the quality of training of IT specialists in universities by attracting specialized IT companies to the process. At the same time, working with a new generation of IT specialists, according to the department, "will be a mandatory condition for these companies to retain benefits".
