In general, such a rocket for flights to the Moon in Russia was developed earlier, but in early 2021, technical design was discontinued. Dmitry Rogozin, who headed Roscosmos at that time, said that the Yenisei super-heavy rocket project and its heavier version, Don, were revised due to the transition to "more breakthrough technologies": methane was planned to be used as fuel, instead of an oxygen-kerosene mixture.
