Sergey Stramous's departure from the post of Deputy Head of Rosaviatsiya occurred against the backdrop of one of the most important stages for the domestic civil aviation industry – the preparation of a new line of passenger aircraft for operation. During his tenure, he oversaw flight operations, airworthiness maintenance, and certification of aviation equipment, including processes related to the MC-21, Tu-214, and Il-114-300.
By government order, Stramous was relieved of his duties at his own request. He had held the position since September 2024.
At the same time, Rosaviatsiya has already certified a number of domestic flight safety systems designed for installation on the MC-21-310, SJ-100, Il-114-300, and Tu-214. In December 2025, Stramous himself presented the relevant documents to the manufacturer.
The scale of the program is measured in hundreds of aircraft: plans until 2030 include 270 MC-21s, 115 Tu-214s, and at least 51 Il-114-300s. Against this background, the departure of an official responsible for key operational and certification issues takes on significant industry importance, although officially the reasons are limited to the wording "at his request."
