New rules for passenger transportation will come into force in Russia on September 1, 2026. The document provides new opportunities for citizens and operators, including the use of NFC and ticket issuance through the state unified biometric system.

Who the new passenger transportation rules apply to

The changes will apply to regular transportation by buses, trams, and trolleybuses. In addition, the new requirements will affect on-demand transportation and passenger taxis.

At the same time, it will be possible to confirm the right to preferential travel through "Max" if the carrier has the technical capabilities to integrate the messenger.

Passengers will be given more information about the comfort level of the trip

If different fares are used on the route, the ticket will indicate the comfort level. Passengers will be able to find out in advance whether the vehicle has air conditioning, a toilet, audio and video equipment, and luggage racks.

Such information will be made available even before purchasing a ticket. It will need to be placed in a mobile application, on a website, or directly at the point of sale.

Additional information will also appear in the transport itself. The carrier will be obliged to display not only the driver's data but also a contact phone number.

Waiting rooms and toilets can be used for free

The rules for using waiting rooms and toilets have also been clarified for passengers. They will be able to use them free of charge one hour before departure and after arrival.

The new norms are enshrined in the order of the Russian Ministry of Transport. They will come into force on September 1, 2026, and will be valid until September 1, 2032.

It is expected that the new rules will standardize existing practices and provide carriers with tools for developing digital services.
