The icebreaking tugboat "Narvskaya Zastava" of Project 3262 was launched at the production site of Nobel Brothers Shipyard (part of Kalashnikov Concern) in the Yaroslavl region, the Ministry of Transport reported. The vessel is being built by order of the Committee for Environmental Management, Environmental Protection, and Ecological Safety of St. Petersburg.
The new vessel will perform icebreaking operations in the Neva River, including laying channels for vessel passage and breaking ice formations near water intake points for St. Petersburg's needs, as well as participating in search and rescue operations, oil spill response, and firefighting.
To pass under the Neva bridges, designers provided a special layout with a retractable wheelhouse and folding masts and antennas.
After launching, the tugboat will be completed afloat, then it will undergo mooring and state trials. Delivery to the customer is planned to be completed by the end of 2026.

In December 2024, the shipyard completed the second of eight hull blocks, and in September 2025, the fully formed hull was accepted by the customer and the Russian Maritime Register of Shipping. After that, the hull began to be equipped: in February 2026, two main engines with a power of 2×1800 kW were loaded onto the vessel, and technical readiness exceeded 40%. By December 2025, the delivery of the external firefighting system, providing up to 500 cubic meters of water per hour, was completed.
