The Ministry of Digital Development is discussing mandatory client identification through "Gosuslugi" with hosting providers, Kommersant writes. This could apply to all hosting services for individuals – from server rental to other products where users are allocated network resources.
Currently, providers have several ways to verify a client: for example, via email or by paying with a Russian bank card. But the regulator wants to more strictly link hosting and a specific person – so that every dedicated IP address is associated with a user with a confirmed account.
A similar rule is already being introduced for domain owners in the .ru, .рф, and .su zones. Since September, when registering or renewing a domain, they must undergo identification through ESIA. Now, the same logic may be extended to hosting.
Part of the market considers the measure useful against phishing and fraudsters. According to Roskomnadzor, there are currently 584 entries in the register of hosting providers, and some companies have already voluntarily connected authorization through "Gosuslugi".
But there are also risks. Providers warn that mandatory ESIA could deter independent developers, students, and retail clients: some of them will move to foreign platforms. RUVDS estimates a possible loss in this segment of 20–35%. A separate problem is foreign users, for whom "Gosuslugi" may become a barrier when managing websites and domains.
