The Ministry of Digital Development is considering implementing age verification on online platforms. Maksut Shadaev, head of the department, announced this at an IT breakfast during the SPIEF-2026. According to him, the topic is already among the immediate issues on the digital agenda.
Overall, I think the immediate agenda is still the issue of embedding age verification mechanisms into platforms. This issue will definitely arise for us.
The head of the Ministry of Digital Development noted that Russia is not alone in this direction. According to him, Europe and many developed countries are already moving "along the path of strict restrictions," so online services increasingly have to think about verifying users' age.
Currently, the ministry is studying various options for implementing such a system. In particular, the experience of Roblox, an online gaming platform where users can confirm their age to access certain features, is being considered.
It is not yet specified which sites and services may be affected by the new rules. It is also unknown how the verification will be structured: through documents, government services, platform accounts, or other mechanisms.
