Aviation industry financing scheme revealed: two sources of money

Funds will be allocated from the NWF or the state budget

The updated Comprehensive Program for the Development of Civil Aviation Industry (CPDA) until 2030 will continue to receive state support. Deputy Prime Minister Denis Manturov said that funding will be provided either by the National Wealth Fund (NWF) or by direct subsidies from the federal budget.

According to him, the state will retain subsidized mechanisms for the purchase of aircraft. Manturov recalled that loans are currently used at a preferential rate.

Either the use of the National Wealth Fund, at 1.5%, or, as the key rate decreases, subsidization from the federal budget will be used more actively.

Manturov stressed that no fundamental changes are expected in the support model: the state will continue to finance the production and purchase of domestic aircraft under the updated CPDA.

As a reminder, the CPDA was adopted in 2022, and the program has undergone several changes. In the current public version, it envisages the production of up to 994 civil aircraft and 765 helicopters by 2030.
