Infrastructure Fee for Airlines to be Introduced in Russia for Airport Modernization

The decision is enshrined in amendments to the Air Code

Starting September 1, 2025, an infrastructure fee will be introduced for commercial air carriers at Russian airports. The corresponding amendments to the Air Code were approved by the State Duma in the third reading.

The fee will be directed towards the construction and reconstruction of air transport facilities. The procedure for its collection and the amounts will be determined by the government. The innovation will only affect those airports for which concession agreements are concluded after September 1, 2025.

Airports will be able to form groups on the initiative of the owners. Funds collected within such associations may be used exclusively for the development of infrastructure within the same group.

On July 17, the Russian government allocated an additional 6 billion rubles from the reserve fund to support the airports in the south and center of the country, which have remained closed since the beginning of 2022. The funds are intended to compensate for operating expenses and interest payments on loans in the period from December 2024 to June 2025.

According to Prime Minister Mikhail Mishustin, such measures make it possible to maintain the operability of airports and ensure their readiness to resume flights. Since 2022, about 27 billion rubles have already been allocated to support closed air harbors.

By 2030, Russia intends to modernize 75 airports across the country on behalf of the president, Mishustin said during an inspection of the international airport complex in Blagoveshchensk.

Currently, nine airports remain closed: Anapa, Belgorod, Bryansk, Voronezh, Krasnodar, Kursk, Lipetsk, Rostov-on-Don, and Simferopol. Elista Airport resumed operations in May 2024, and Gelendzhik on July 18, 2025.
