"Meteors" Missed the Fine: CDB named after Alexeev Exempted from Sanctions for Failure to Fulfill Contract with GTLK

The court considered that the company acted in good faith, although it did not fulfill the plan

The Arbitration Court of Moscow on May 16 exempted the CDB named after Alexeev from penalties for failure to fulfill a contract with GTLK (State Transport Leasing Company). The decision is related to the impossibility of using European MAN engines due to restrictive measures.

Under the 2022 contract, CDB was to build five "Meteor 120R" hydrofoil vessels and two air-cushion vessels for 2 billion 130 million rubles. However, due to sanctions, deliveries of German MAN engines ceased, and only one vessel was equipped with them on time. The remaining four "Meteor 120R" vessels were left without power plants. The company promptly began searching for alternatives and settled on Chinese analogues. Although they are less technologically advanced and larger in size, there were no other options. The design documentation was revised and agreed with the Russian Classification Society. The amount of the penalty calculated by the customer amounted to 700 million rubles.

The CDB named after Alexeev stated that work is underway in parallel with Russian manufacturers, including the "Kingisepp Machine-Building Plant" and "Rubrux RND", to create hybrid power plants. However, their mass production may take from 5 to 9 years. The court took into account that the company acted in good faith, and GTLK did not suffer losses thanks to state support.

Currently, tests of the "Meteor" with Chinese engines have not yet been completed. All vessels must be handed over to the customer by 2025.
