Roscosmos State Corporation is working with interested ministries to create additional preferences for business investors in Russia's space activities. According to the state corporation, the incentives under consideration include options such as "tax breaks and cheap bank loans".
This is not the only step to attract private investors in satellite construction and other aspects of Russian space activities. In the past week, the State Duma adopted in the first reading a draft federal law allowing the creation of conditions for attracting private investors in space activities within the framework of public-private partnership. The bill was prepared by the Federation Council and received support in the government.
Roscosmos believes that "after the adoption of the bill, business interest in projects will increase, primarily aimed at increasing the satellite constellation". The management of the state corporation has repeatedly spoken about the need to create a space services market in Russia and include private initiative in the creation of about 40% of the planned volume of the orbital constellation of Russian satellites by 2030.
So far, Roscosmos has only announced private funding only in the project to create 136 small spacecraft "Grifon". Plans to launch the first experimental spacecraft of the constellation in 2024 are in force. The bulk of them will go into orbit in 2025-2026, but the first four "Griffons" will be launched very soon.
Earlier this year, to support the Russian space industry, the State Duma has already adopted in the first reading a bill that amends the Federal Law "On the State Corporation for Space Activities Roscosmos".
The amendments will give Roscosmos the opportunity to sell advertising on space infrastructure facilities: from launch complexes and launchers to equipment. The determination of the amount of payment and the conditions of such advertising contracts will be assigned to the Russian government.
