Russia may change the rules for evaluating domestic automotive electronics. The Ministry of Industry and Trade proposed introducing a special scoring system to determine the localization level of devices such as satellite navigation, alcohol interlocks, GLONASS or GPS-based systems for trucks, and electronic sensors. The ministry posted the draft resolution of the Russian government on the federal portal of draft regulatory legal acts.

The document proposes reclassifying such electronics from the “Automotive Products” section to the “Radioelectronics Products” section of Resolution No. 719. This is expected to allow manufacturers to confirm localization according to radioelectronic industry rules and qualify for state support measures.
The Ministry of Industry and Trade explained the need for changes by the rise in exchange rates in 2021–2023 and difficulties with supplies. Because of this, the share of foreign components in the cost of such products exceeded 50% and became less predictable.
How points will be calculated
For automotive electronics to receive Russian status, manufacturers will need to score at least 140 points. This requires owning rights to design documentation and software, as well as performing design and surface mounting of components in Russia.
Additional points can be obtained for software installation, assembly, testing, and the use of Russian components.
For most electronic units, requirements are planned to be increased: from 205 points in 2026–2027 to 245 points from 2028.
For electronic sensors, two levels of localization will be provided – basic and advanced. If only the basic level is met, manufacturers will receive fewer points: up to 2028 – 50% of the standard, up to 2030 – 25%, up to 2032 – 15%. After 2032, points for the basic level will not be awarded.
Also, from June 1, 2027, mandatory registration of embedded software in Russian registries is planned. The documents note that these changes are necessary for the development of import substitution and technological sovereignty.
Public discussion of the project will last until September 2.
