Russia is preparing to launch cargo delivery using drones. The first regions where such services will appear are planned to be identified within the framework of a special competition. The launch of pilot projects is scheduled for 2027. The creation of services using unmanned aircraft systems was announced at the "Rostki: Russia and China - mutually beneficial cooperation" forum in Kazan.

This refers to the development of the so-called low-altitude economy – the use of drones to solve logistics problems.

Anna Ioffe, Advisor to the Minister of Transport of the Russian Federation, said that when choosing regions, real needs, the availability of cargo operators and customers who are ready to participate in such projects will be taken into account.

By 2030, infrastructure for unmanned aviation is planned to be created in 35 regions of Russia. According to Andrey Potemkin, Deputy Head of Rosaviatsia, such a system is already operating in Tatarstan, which can become a platform for further development in this area. Infrastructure is also being developed in the Far East.

The number of drone flights in Russia continues to grow. In 2025, 178 thousand flights of unmanned aerial vehicles were performed – 20% more than a year earlier. A total of about 160 thousand light drones and approximately 1 thousand heavy aircraft have been registered.

Rosaviatsia has already certified 14 UAV developers and eight typical unmanned aerial vehicles. About 30 more certification projects are currently underway.
