The delivery of election documents to areas that are sometimes difficult for even a person to reach is to be simplified. For this purpose, the CEC proposes using unmanned aerial vehicles and uncrewed boats. This refers to hard-to-reach and remote settlements where organizing voting requires enormous costs and serious efforts. Vasilina Kulieva, a member of the commission, spoke about this possibility at a CEC meeting.

Kulieva explained that laws with a list of hard-to-reach or remote areas have already been adopted in 36 regions of Russia. Organizing voting in such places remains an extremely expensive and labor-intensive process.

CEC Chairperson Ella Pamfilova emphasized that the cost per voter's voice in such places is two orders of magnitude higher than the national average.

The commission is constantly looking for new solutions to ensure the electoral rights of citizens living in these areas. The CEC is also working to facilitate the work of members of such election commissions. According to Pamfilova, these are mostly women who have to travel to remote settlements by various means of transport — even by horse-drawn carriage.

The CEC is currently studying the capabilities of large companies working with unmanned aerial and water vehicles. However, the commission does not intend to purchase or develop its own UAVs, as this would be unnecessary expenditure, Pamfilova explained.
