The Russian Ministry of Transport is preparing new methodological recommendations that could change the principle of setting speed limits on Russian roads. Instead of uniform approaches, the maximum speed is planned to be determined individually for each section, taking into account its characteristics.
When choosing the speed regime, several factors will be taken into account: the quality of the road surface, traffic intensity, accident statistics, the presence of residential buildings, schools, pedestrian crossings, and other potentially dangerous objects.
According to the relevant State Duma committee, many existing restrictions no longer correspond to modern roads. On high-quality highways with dividing barriers, drivers often encounter an unexpected reduction in speed to 50–70 km/h, which creates a so-called “choppy” driving mode.
Where it is safe, speed limits may be revised. Examples include certain sections of the M-4 "Don" highway and the "Tavrida" highway, where an increase in the permitted speed to 110 km/h is allowed in the future.
