Russia Switches to Digital Debtor Records: Electronic Register to Launch in a Year and a Half

Even an unpaid fine can lead to inclusion in the list

Russia is preparing a large-scale reform of the debt collection system. Starting January 1, 2028, a unified electronic register of enforcement proceedings will begin operating in the country. It will include digital copies of court decisions and other enforcement documents.

Theoretically, any Russian citizen could be mentioned in the new register. Enforcement proceedings are a procedure for compulsory debt collection based on a court decision or other authorized bodies. Even an unpaid traffic fine can be a reason for its initiation. However, it is still unknown whether all previously opened cases will be digitized or if only new proceedings will be included in the register.

The technical readiness of the register is only half the battle. For digital documents to have the same legal force as paper ones, extensive amendments to legislation will be required. The changes will affect nine Russian codes and at least 17 federal laws. The bill is already prepared and is under consideration by the government. The Ministry of Justice expects the document to be submitted to the State Duma in the near future. However, it is possible that there will be several final bills.

Paper documents will not lose their validity immediately. For the first three years after the launch of the register – until January 1, 2031 – documents issued on paper will be accepted for enforcement. From 2031, only electronic documents from the register will serve as the basis for collection. What will happen to paper documents that are not digitized in time is not yet specified.
