"Istok" Shokin fined for disrupting state order for microwave components needed for electronic warfare and satellites

The penalty for delay reached almost the entire contract amount of 211.5 million rubles

The Ministry of Industry and Trade has imposed a fine of 201.4 million rubles on JSC "NPP "Istok" named after Shokin" for disrupting the deadlines for the development and production of power amplifiers for microwave electronics, CNews reports. The contract was concluded back in 2017, and the work was supposed to be completed by December 31, 2020, but in fact, it was finished with a delay of more than a year.

According to the publication, the enterprise violated the deadlines for two stages of experimental design work with the cipher "Odnotvetnik-I11". The third stage (manufacturing of prototypes and preliminary tests) was supposed to be submitted by August 20, 2019, but in fact, it was submitted on September 7, 2020. The delay was 384 days, and the penalty for this stage was 98.7 million rubles.

The fourth stage (acceptance of experimental design work) was planned to be completed by November 20, 2019, but in fact, the work was submitted on December 24, 2020. The delay was 400 days, and the penalty was 102.8 million rubles. The total amount of the penalty reached 201.4 million rubles – almost the entire cost of the contract.

Within the framework of the experimental design work, it was required to develop two types of amplifiers with a power of more than 1 W in the frequency range of 24–40 GHz. This range, known as the Ka-band, is used for satellite communications, high-speed internet, radar, and electronic warfare systems. At that time, there were no direct domestic analogues to foreign components XP1026-BD, TGA4505, and TGA4516.

 JSC "NPP "Istok" named after Shokin" is one of the leading manufacturers of microwave electronics in Russia, located in Fryazino, Moscow region. The enterprise specializes in the production of electronic vacuum devices, and since 2013, it has been managed by the United Instrument-Making Corporation (part of Rostec). The plant regularly fulfills state orders for the defense industry complex, being a key supplier of components for radar, communication, and electronic warfare systems.
