Russian authorities are digitizing civil status registration. Konstantin Chuychenko, head of the Russian Ministry of Justice, announced at the St. Petersburg International Legal Forum to TASS about the implementation of a registry model for ZAGS: traditional certificates will be replaced by details of civil records, and all document flow will go digital.
The agency is working on amendments to the law "On Civil Status Acts" in cooperation with the Ministry of Finance and the FNS. Instead of the familiar paper certificate, an extract from the Unified State Register of Civil Status Acts will be introduced – it can be obtained both digitally through the "Gosuslugi" portal and on paper upon request. An exception is made only for minors: all children under 14 will continue to receive a certificate as it serves as their identity document until they receive a passport.
The full transition to the registry model was planned to be completed in 2023, but the deadlines have shifted. In April 2026, Konstantin Chuychenko clarified that the project is expected to be finalized in the near future.
