Couriers on electric scooters, electric bicycles, and other vehicles that do not require a driver's license may be required to insure their liability. This refers to an analogue of compulsory motor third-party liability insurance for those who work with personal mobility devices and may be involved in an accident with a pedestrian or another road user. The initiative was voiced by Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy, and Veterans Affairs.

According to him, the mandatory policy should primarily apply to delivery drivers. This refers to those who work on electric bicycles, electric scooters of appropriate power, and other personal mobility devices for which a driver's license is not required.

Nilov believes that such insurance would confirm that the courier's civil liability is insured.

The parliamentarian explained the problem as follows: if an accident occurred due to the courier's fault, without insurance, obtaining compensation can turn into a long process. The victim has to seek payments through court.

According to Nilov, even if the culprit is ready to compensate for the damage, they may have a small income. In such a case, they will compensate for the damage for decades or leave home and not return.
