Russia has completed the formation of a regulatory framework for personal mobility devices (SIMs). As Anton Shalaev, head of Rosstandart, told TASS at SPIEF-2026, GOSTs for electric bicycles have been developed, and new signs have been introduced into traffic rules – from a lane for SIMs to a sign allowing passage for all vehicles except scooters.
According to Shalaev, it is impossible to completely ban SIMs – interest in them is growing worldwide. Therefore, the key task was classification and ensuring safety. The GOST for electric personal mobility devices is already in effect, and the standard for electric bicycles has been adopted.
Amendments have been made to GOSTs regarding registration and road signs: now designers and road services are obliged to take into account new markings – a lane for SIMs, as well as a sign allowing movement for all types of transport, except personal mobility devices.
In fact, Rosstandart is creating a technical foundation for integrating SIMs into the transport system. The presence of GOSTs allows for unifying requirements for manufacturers and provides regions with a tool for organizing traffic – from dedicated lanes to zones with restricted passage. Standardization work will continue in accordance with the government plan to improve road safety.
