Parents will be able to officially inform the telecom operator that a SIM card registered to an adult is actually being used by a child. After such notification, the number will be considered "child-friendly." The State Duma adopted the corresponding bill immediately in the second and third readings.
The new measure was included in the second package of laws to combat cyber fraud. It introduces a mechanism for registering so-called child SIM cards, but does not oblige parents to use it.
Initially, it was assumed that adults would be required to notify the operator if they transferred their number to a child. However, by the second reading, this requirement was softened: now, reporting it will be optional.
Separate rules for providing communication services for child SIM cards will be established by the Government of Russia.
It is expected that "child-friendly" SIM cards will help parents restrict a child's access to undesirable content and reduce the risk of their involvement in fraudulent schemes.
