The Central Bank wants to open ATMs for everyone: cash deposits will be made via the SBP

Large banks must implement the new feature by April 1, 2027

The Bank of Russia plans to oblige large banks to launch cash deposits through ATMs of any credit organizations using the Faster Payments System (SBP). The corresponding draft directive has been published for discussion, and proposals are being accepted until June 8, 2026.

The new function will allow a client to deposit cash into an ATM of one bank and transfer it to their account in another credit organization via the SBP. Limits are provided for operations: up to 25 thousand rubles at a time, up to 50 thousand rubles per day, and up to 200 thousand rubles per month.

Systemically important banks will have to implement this feature from April 1, 2027. Currently, this list includes 12 organizations:

  • Sberbank
  • VTB
  • Alfa-Bank
  • T-Bank
  • Sovcombank
  • Gazprombank
  • PSB
  • Rosselkhozbank
  • Raiffeisenbank
  • MKB
  • DOM.RF Bank
  • Unicredit Bank

With the same package of changes, large banks want to be obliged to connect the receipt of cross-border transfers between individuals via the SBP. In addition, the system is planned to be used for transferring citizens' funds to the budget through public services portals, federal agency websites, and budget organization service points. For banks with a universal license, this requirement should come into force later – from October 1, 2027.

The Central Bank first spoke about plans to create a unified cash deposit service through ATMs in the summer of 2024. The regulator expects that the new function will increase the accessibility of financial services, especially in remote and sparsely populated areas where the choice of ATMs and branches is limited.
