An experiment with a unified network of so-called "white ATMs" is being launched in Russia. The project is being implemented by the Russian Association of Collection Agencies — "Rosinkas" — banks will be able to connect to the network for a small fee, and operations will be free for customers.
The new model involves abandoning the usual scheme, in which each bank installs and maintains its own devices. The ATMs will belong to one operator and will not receive any corporate branding — hence the name "white." Credit institutions will be able to use them on a subscription basis or pay only for the actual transactions of their customers.
The initiative emerged against the backdrop of a reduction in the number of ATMs: by the beginning of 2026, there were about 138,000 of them left — the minimum in the last 15 years. The main reason is the high cost of maintaining devices, especially in remote regions. At the same time, in large locations, on the contrary, ATMs of different banks are often duplicated.
It is expected that a unified network will allow redistributing devices in favor of regions with low accessibility and increase convenience for users. For customers of participating banks, withdrawing and depositing cash will become free, regardless of the specific bank.
Rosinkas expects that banks will be able to reduce ATM maintenance costs by up to 30%. A pilot launch has already begun in the Tambov region with the participation of regional banks.
